As part of a colossal master planning and office consolidation effort for the DHS, the St. Elizabeth’s campus will be home to a number of federal agency headquarters. The newest of which is the CISA Headquarters, perched upon a natural plateau and ravine, the overlapping massing was created to maximize views of the Potomac River, Anacostia River, Historic Old Town Alexandria, and the DC cityscape as the structure terraces back over the steep slope. The long office bars were designed for efficient, flexible and futureproof space planning. The terracotta tiling of the exterior is a nod to the historic St. Elizabeth Hospital’s mixture of neo-colonial red-bricked walls, and terracotta roof tiles. The ZGF team coordinated landscaping efforts with the Olin studio, structural efforts of Thorton Thomasetti, as well as dozens of other high-profile design consultants. The project endured numerous rounds of design reviews by the US Commission of Fine Arts, National Capital Planning Commission, and the review boards of the GSA, DHS, and CISA. Our role was an exterior design architect during the concept phase through the design development phase, working one-on-one with the lead designer, design partner, and project architect.
